Implementation of Electronic Absence Policy Fingerprints at the Regional Secretariat Pasangkayu Regency

Abstract

In general, this research aims to analyze the implementation of the fingerprint electronic attendance policy at the Pasangkayu Regency Regional Secretariat. This research uses a qualitative method, namely a method prepared based on certain rules in a real context, which aims to systematically describe and explain accurately the fingerprint electronic attendance policy. The theory used in Policy Implementation according to Merilee S. Grindle in (Winarno, 2018) [9] shows that the success of implementation is very dependent on the interests of the various actors involved, the level of ASN compliance, the responsiveness of implementers to community needs, and adequate resource management. In addition, the characteristics of the institutions and legal regimes underlying these policies also play an important role in their implementation. To increase policy effectiveness, it is recommended to strengthen socialization and training, increase technological support, apply sanctions and incentives, and carry out regular monitoring and evaluation. With these steps, it is hoped that the electronic attendance policy can run more effectively and have a positive impact on public services.
