This paper proposes a comprehensive framework for financial control and performance management tailored to small and medium-sized enterprises (SMEs). It addresses critical areas including budgeting, risk mitigation, and profitability enhancement, which are pivotal for the sustained growth and competitive edge of SMEs in dynamic markets. The framework integrates strategic financial planning, robust risk management techniques, and performance monitoring to ensure effective allocation of resources, timely decision-making, and the achievement of financial objectives.
