The study highlights the importance of shifting societal views on youth crime from punitive measures to rehabilitative solutions through effective public relations strategies. By addressing crisis situations and managing media narratives, public relations professionals can help protect the integrity of youth reform programs. Additionally, the paper discusses methods for evaluating the impact of perception management strategies on public opinion, policy changes, and improvements in the juvenile justice system. The findings emphasize that public relations is a tool for shaping public attitudes and a key driver of systemic reform. The paper concludes by offering practical implications for policymakers, criminal justice professionals, and public relations practitioners and proposing areas for future research to further enhance the effectiveness of youth-centered criminal justice reforms.
