International Relations: Between Ethical Standards and the Hammer of Artificial Intelligence
Abstract
As a result of the continuous communication between countries, ease of movement, speed of exchange of ideas and response to them, conflict of interests, scarcity of raw materials, high demand for goods and services... and other rapid developments at the global level, all of this led to the proliferation of international problems and a steady increase in the interference of countries in the affairs of other countries. Consequently, all of this led to an excessive reliance on benefiting from the information revolution, starting with the use of computers and ending with the use of artificial intelligence and the attempt to control space as a new element of international organization that plays an important role in international relations between countries or between countries and international organizations. In conclusion, international relations between countries are governed by laws and customs, and countries must adhere to international ethics, which is defined as (a set of moral principles and values that govern the behavior of countries in their relations with each other despite its lack of binding legal force). But how can these principles and values withstand the great scientific development in information technology and the use of artificial intelligence? How can countries that do not possess this level of technology maintain their sovereignty and independence? How can principles and values (international ethics) be reconciled with the use of artificial intelligence to control countries or control the decisions of these countries by using this development to pressure the will of that country? The information revolution and the spread of globalization did not give countries the opportunity to catch their breath and maintain their independence, whether in issuing their decisions or determining an international position in favor of a country whose rights were usurped and whose land was violated in support of the right, what happened in Palestine and the weakness of the Arab decision supporting it as a result of control through the use of cyberspace and influencing its decisions calling for Palestine, which became without any political influence. The conflict between principles and values and the use of artificial intelligence, that does not adhere to these values and principles continues.
